Have Blacks Been Passed Over by Iowa Civil Service

A judge will soon decide whether to grant black employees and job applicants monetary damages for the hiring practices of every state agency which they say has meant discrimination against them. The class action, largest of its kind against a state civil service system, involves 6,000 blacks passed over for promotions going back to 2003. KCCI reports they're claiming managers subconsciously favor whites when it comes to who gets hired and promoted.
