Tougher Penalty for Choking a Domestic Partner

Gov. Branstad's signed a law stiffening penalties in domestic violence cases where someone is choked. Judges will now be able to send those convicted of choking a domestic partner to a year in prison, up from the current 30-days in jail. KCCI reports the law specifically defines choking as "knowingly impeding the normal breathing or circulation of blood of another by applying pressure to the throat or neck."
