A 21-year-old Des Moines man's been charged with stealing from the Polk County Jail commissary. Polk County Sheriff Bill McCarthy says Frank Monaco is charged with theft. Investigators say fraudulent transactions over 2-years totaled more than $16,000. The sheriff's office says Monaco works for a vendor contracted to provide commissary services to jail inmates.
