The former director of the Iowa Film Office is on trial today in the Polk County Courthouse. Thomas Wheeler of Indianola faces nine counts of misconduct in office, fraudulent practices and conspiracy. In opening arguments, prosecutors told the jury he helped film producers create inflated budgets to qualify for millions in improper tax credits, in effect, costing Iowa taxpayers millions of dollars.
