Police arrested a man from Waterloo for what they said was his involvement in a scheme. Police said they arrested 56-year-old Thomas Biemann on Wednesday, charging him with theft and using a minor to commit a theft. Biemann also involved his wife Rhonda who was arrested on Sunday for theft. Police said the couple made their son steal from a pawn shop, then tried to sell the items back to the same pawn shop. When he was told the stuff was stolen. Biemann grabbed it and ran. Police got the stuff back when they arrested him.
