Witnesses for the defense in the trial of former Iowa Film Department Director Tom Wheeler said he wasn't qualified to do the job. They said he was honest, but overwhelmed with the job, that he didn't have the experience to do the job. Wheeler faces numerous charges that could land him in prison for a long time.
