Missouri Energy Services in Sioux Falls is going forward with plans to build a $220-million hydroelectric generating plant at Red Rock Reservoir. KCCI reports the company will build and operate the plant and it will be owned by the Western Minnesota Municipal Power Agency. Plans call for construction to start in 2013, with the plant on line in 2016.
