Wells Fargo's having a little experiment this fall, and you could be the test subject. They're going to start charging a monthly fee of $3 for debit cards attached to checking accounts opened in certain states. The bank already charges a monthly service fee for checking accounts. Banks are toying with new fees and cutting rewards programs ahead of new regulation that could cut their revenue.
