The former director of the Iowa Film Office is on trial today in the Polk County Courthouse. Thomas Wheeler of Indianola is charged with misconduct in office, fraudulent practices and conspiracy. Prosecutors say he helped film producers create inflated budget to qualify for millions in improper tax credits and approved expenses he knew were not eligible, in effect, costing Iowa taxpayers millions of dollars.
