Three African refugees were arrested for trying to carry a fake bomb through the airport in Phoenix, and one of the three is from Des Moines. Police said they don't know why the three were carrying the device, but say they could be terrorists, or they could be testing the airport's security system. Police concerns were raise because of the closeness to the tenth anniversary of the September 11th attacks and a possible relationship to this incident. The investigation continues.
