37-year old Frank Nwakpa of Des Moines was convicted in April of defrauding Medicaid, by taking nearly $140,000 between January 2008 and September 2010. He claimed to be providing skills to disadvantaged youth by taking them to the mall and to the movies. Nwankpa set up a remedial services company and although he's not a licensed health professional he "diagnosed" children as having certain behavioral or socialization problems and billed medicaid for his time. He's been ordered to pay just $15,000 in restitution.
