The Story County Sheriff's Office says 2-people have been charged in an animal abuse case. 61-year old Larry Gowin's charged with animal neglect, and 40-year old Tammy Gowin's charged with animal neglect and dog abandonment. Authorities say 2 dogs were found in wire cages, dumped in a ditch along a gravel road north of Maxwell earlier this month. The animals were severely underweight and KCCI reports they couldn't stand without help. They're recovering at the Story County Animal Shelter
